Taiwan International Children’s Film Festival (TICFF)
Taiwan International Children’s Film Festival (TICFF) was founded by Public Television Service (PTS) in 2004. It is the first film and television festival in Asia dedicated to viewers aged 12 and under. TICFF is held biennially, with its 5th edition scheduled for April 2012 in Taipei. TICFF’s mission is to encourage quality children’s programming worldwide and to engage young local viewers with valuable access to the media. We welcome all types of creative, fun, and multicultural films as well as television programs.

Held once every two years, the festival brings young children and adults too, to enjoy the works in this international exhibition, which will take place in April 2012. PTS, the organizers of this event, are now signing up entries for this tremendous series of showings, attracting some of the finest film makers from around the world with the lure of USD 28,000 in prize money. Any film produced after August 2009 and suitable for viewers 12 years old and younger is eligible, so get your latest works in the running!
This year’s festival features entries in familiar categories like “Best Dramatic Feature or Short”, “Best Documentary”, “Best Animation” and “Best Television Program”, plus a few new classes including “Taiwan Award” which is intended to encourage film and TV program makers in Taiwan to produce more and better films for children.

Online Entry (opens June , 2011, recommended) – Upon completion, please return your Entry Confirmation showing original signatures, either as a “.doc” or “.pdf ” file or mailed in as a hardcopy.
E-mailed Entry – Please see attached document for entry form. Forms showing original signatures on the participation agreement must be delivered either as a “.doc” file or a “.pdf ” file, or mailed in as a hardcopy.
Paper Entry –Please see attached document for entry form. Entry forms with original signatures on the participation agreement must be air-mailed or faxed, and accompanied by e-mail (.doc or pdf file) or sent on a disc to the Festival Office.
PREVIEW DVD
NTSC All-zone. One film/episode per disc. Screeners whose original language is not English or Chinese Mandarin must be subtitled or dubbed in English. Preview DVDs will be archived in the TICFF/PTS library for non-circulating research purposes.
Nominees will be announced on the Festival website on December 26, 2011. They will include:
Taiwan Award: This category is designed to showcase and reward the finest works by local producers or production companies for children in Taiwan. There are no other restrictions, and any locally-produced entry from categories 1 through 4 above is eligible for the competition.
Cash prizes of USD4,000 (tax included) and a trophy will be awarded to each winner in categories 1 to 6. Winners in category 7 will receive a trophy. Awards will be announced and presented at the Awards Ceremony in April 2012. In the event of a tie, the prize will be divided equally between the two winners (this does not apply to the “Taiwan Award”).
A committee of Taiwanese filmmakers, media professionals and educators will preview and select films/episodes for nomination. They will be joined by one or two international jury members to determine the awards during the festival. Prizes may not be awarded in all categories if the jury feels that entries do not meet the requirements of the festival.
To ensure that all aspects of TICFF are in keeping with the Festival’s stated purpose of “focusing on children and exposing them to international perspectives in order to stimulate their ability to think”, all materials used in the Festival must be appropriate for viewing by children 12 years old or under.
Films/episodes will be judged based on the following criteria:
For nominated works, a copy of the work on disk must be provided in order to prepare subtitling as needed for showing during the Festival. In addition, a copy of the dialogue or narration (where applicable) must be provided for the purposes of translation and subtitling.
POST-FESTIVAL SCREENINGS
Nominated films/episodes may be included in TICFF screening tours following the festival and up until October 31, 2012, as an outreach to disadvantaged ethnic and social groups who lack the means of traveling to Taipei for the event. These screenings will be made free to the public, with no revenues collected by TICFF or by its organizer, Public Television Service. Festival entrants will be notified in advance.
